I am just getting into Terminal Services and I want to restrict Users from changing their Desktop Wallpaper and Settings. Any ideas? Thanks in advance. FYI I'm a little new to this.

You can disable it by opening up Terminal Services Configuartion > Connections > RDP-Tcp > Right click for Properties > Environment > check Disable Wallpaper.
There are other settings there as well. If you want to control other things which are not on that interface it must be done via Group Policy.
Documentation for that is here: http://download.microsoft.com/download/d/8/b/d8b21533-a5bf-4d46-8878-ebbf834fc6f7/Win2003_Teminal_Server_Lockdown.doc
