Question : Problem: CANNOT ACCESS CISCO ROUTER

I have a cisco 7206 router that I enabled TACACS, removed the local users but added an enable password. I disabled the Interfaces until we were going to turn up the switches however now I cannot access the the router becuase the TACACS is unavailable and no local user accounts. I tried using the password recovery procedure that CISCO has for the 7206, however the router noever goes in rommon, and all it does is prompt me for username and passord then give the error that it cannot access.

The break sequence did not work, however removing the flash card does allow the system to restart in rommon. so I powered down the router, remove the flash, power up the router and it comes back in rommon, change the configuration registry and put the flash back in, reboot the router, should come back up with a clean config, copy run to startup, change the configuration registry back to original and save, and reload.
