on our Terminal server (2003) which is the best way to setup the memory on the server
Performance: Background services or Programes?
Memory: Programs or sys cache?

How do I stop the Dell background trying to load when users remote in?

Any other tips worth thinking about ?

Answer : Problem: Terminal Server 2003 Performance settings

I would set both to Programs. Regarding the Dell background, on the RDC icon there is a tabpage called Experience. You can untick to disable whatever you dont want from the list.
