Question : Problem: On Hold Music - How do you add and customize it?

We have an issue right now which involves the following:
A caller phones into the building and reception picks up via the ARC server. The receptionist will then pass the phone to the appropriot extension number. However, when this is done the caller will hear silence for the duration that the desk phone they were put through to, rings. No ring tone, no music ... just silence. This can lead to the caller hanging up believing that the receptionist has also hung up. What we would ideally like is to have hold music play during this time rather than a ring tone or silence.  We are only on call manager 3.1, Unity 4.0 and an old version of ARC but I believe it is still possible. Where would the hold audio source be located? at the ARC or within CM? Thanks in advance for any advice you can give. This is very important to our business.
