Question : Problem: Terminal Service issue unable to issue a client license

I can connect to all server via RDC, but one, it is Server 2000, and when I try to connect it says that the remote computer disconnected the session because of an error in license protocol.  The I connect to the server via VNC and in the Event log see an error message "Terminal Service unable to issue a client license". Need to fix it urgently. Help please!
