Question : Problem: Dell Motherboard - Loud Fan

We recently replaced a Dell Dimension E521 AMD Athlon 64 Motherboard, and after the replacement, the fan is extremely loud - we have done Bios Updates and it is still extremely loud - the reason that we replaced the board was because the USB ports on the original board were not being recognized.  Any suggestions on the fan on the new board or the USB ports on the original?
