Question : Problem: Windows 2008 Per User Licensing Count

I have 1 W2K8 TS server and another W2k8 licensing server. The license server is active and it says I have 60 of 60 user licenses available.

The TS server can see the license server fine.

My problem is when anyone logs into the TS server, the license count does not decrease. Is this normal?

Yes, that's normal. As in W2k3, Per User licensing is not enforced in W2k8 (though you still need enough CALs to fulfill the EULA).
But you an now track how many Per User CALs have actually been issued:
