Question : Problem: Motherboard sounds alarm when powered on

A couple of days ago a coworker brought me a homemade PC that they were having trouble with. They told me that the problem was that it was not powering on. Before testing anything out I had to reinstall the processor's heat sink. I also had to plug one of the hard drives back into the board.
When I power the PC on, it momentarily operates normal and shows me a code of 84 on the motherboard. However, within a matter of seconds it shows 00 and sounds repeating alarm of a high and low note. Nothing displays on the monitor. All of the fans seem to be working just fine.
Does anyone have any recommendations for me on where to begin in the troubleshooting process?

High - low beeps typically mean CPU failure, and I think thats what 00 is as well, but I'll have to check later. Condisdering that the HSF was not installed correctly, it could have very well overheated and died. If you ahve the ability, try the CPU in another board.
