Question : Problem: what permissions must the user have to change the paper size?

User is printing a 5.5 x 7.5" card from MS Publisher 2007, to an HP 4200 printer using the HP Universal PCL6 driver. When the user goes into the printing preferences dialog - by selecting printing preferences from the General tab on the printer properties... The Paper tab has a drop down and a "Custom" button.
The custom button is disabled for non-administrators.  What permissions exactly are required to enable this button -- without making the end user a local administrator?

The user is already a member of Power Users and Remote Desktop Users.  I tried adding them to Network Configuration Operators - but that didn't work.

Answer : Problem: what permissions must the user have to change the paper size?

Log into the user's workstation as administrator.  Open Printers and Faxes.  Right click on the printer and open Properties.  Click on the Security tab.  Assign that user permissions to Print, Manage Printers, and Manage Documents.
