Question : Problem: New Devices Not Automatically Recognized - Plug and Play Error?

I have a system with this board, running XP Home.  Whenever a new device is plugged in, like a webcam into the USB port, the system will "beep" with the USB plug/unplug sound.  The device will show up in Device Manager with an exclamation mark, but it will not automatically try to find the drivers.  I tried to remove the USB Port drivers and restart the system.  They also do not automatically re-install the drivers.  I have to do so manually in Device Manager by clicking the port with ! mark and allow it to search automatically.
Seems to be an issue with Plug and Play.  I have tried to download all updated (OLD 2005/2006) drivers from the ASRock website,but no luck.  I have updated to the latest BIOS version.
Any suggestions would be appreciated.
