Question : Problem: Medion PC keyboard and mouse freezing when installing my Operating system

Hi experts i have very big headache
I have a P4 Medion PC and it had to have a new motherboard and PSU. This work was completed in a shop. Now i am trying to reinstall my OS after i backed up the data of the drive.
When i boot to the Windows Vista Home Prem disk that comes with it. Boot to DVD starts then green screen comes up which is the first screen for installation then it takes ages for the menu to appear where you put keyboard locals in. After you get to the next screen i loose keyboard and mouse connectivity completely. I thought it may be the drive so i tried other known working one still the same. I thought it;s the disk so i tried a windows xp pro real disk and it goes a lot further but again at some point mouse and keyboard will freeze and i have to reboot.
any suggestions to what might be causing it. I am suspecting CPU now no overheating everything is ok in bios. Machine has been stripped to basics onboard vga no cards plugged in

why would only the keyb and mouse freeze?
anyhow, they're connected to mobo, not to cpu

you can verify your hardware, by running from a live knoppix cd :
