Answer : Problem: IBM pc does not boot without Windows XP OS CD

It sounds as if your boot loader is missing
Assuming your not trying to do a dual boot system or use a non windows boot loader
Insert the XP CD go into recovery console and run the following commands

Fixboot and Fixmbr
restart the pc if it still does not work then you may need to reload windows again

MY one question would be what is the need for using an external partioning program for windows ? Do you plan on dual booting or something ?  I would wipe the drive and use windows built in partioning. Windows doesn't play nice sometimes with 3rd party partioning tools.
