Question : Problem: Medion onitor will not come on at startup--Video Card or Monitor--not sure???

I have a Medion MT187 Desktop with a Medion MD7317 17" monitor.  We have been having issues with the monitor at startup for a long time.  When the computer starts, the monitor will sit with the blue light flashing indefinitely, or it will finally start up.  There is some static on it at times when it works, but the resolution is good most of the time.  We have cleaned the contacts on the video card and have cleaned the dust out of the unit (dust is a pain with most hardware as I understand, so we tried this first).  I tried hooking the monitor up to my laptop as a secondary display, but it didn't come on.  I am puzzled as to whether the video card or the monitor is the issue.  Anyone want to tackle this one with me?

can you test it on a desktop, to be sure ?
 i fear the monitor is simply bad
