Question : Problem: How to earase a hard drive no matter what?

I have a program called micro scope 2000 and there is a low level hard drive format utility in there and i have run it on the hard drive but called some data recovery centers and they state that they could still get the data back if i needed to. How can i format a hard drive so that the data could never be recoverd even by someone like the FBI i need to make sure all the records are never seen by anyone EVER. Any help would be great thanks a lot and if doing the low level is all i need to do then i am all set but to know that some data recovery centers state they can get stuff back that concerns me. Also when i spoke to them they said if you run it 7 times that it would not be recoverable but for those that have done this you know that will take weeks to complete and i have 4 drives to do that are 500+ GB's each so that as of right now is not an option.
