Question : Problem: Plugging in USB Drive Reboots Machine

I have a user who each time she plugs in her USB drive, the machine either reboots or the screen distorts and freezes with no response from a Ctr-Alt-Del. Has any one seen this problem? Any help would be greatly appreciated!

I would think that they would be grounded at the MOBO.   <<  it seems you do not understand ESD; Lets say the ESD charge builds up on the usb drive (that can reach several thousands of volts) and when connected, sends a spike thru the  USB, and / or the power line; which causes the PC to restart.
Note it can be the person who builds up the charge  (more likely) then picks up the drive (charging that too).
You must tell the user when they want to connect the drive to first touch with a hand the PC chassis, to provide a ground path, and discharge the device
