Question : Problem: One side of the Xeon maxed in Task Manager 'Performance' CPU Usage History

I have a 3 yr old Dell server running a XEON 2.8ghz with Hyperthreading and the server high been reporting low idle time. When I looked at Task Manager / Performance / CPU Usage History there is the two processor graphs. One side of the graph is constantly at 99% - 100%.
Why is this, is the processor screwed?
