Question : Problem: Disable Internet Connection Via Script

Hi Experts,
Looking to disable a Huawei E220 Wireless Internet Modem via a script.
The functionality needed is the same as if you right click on the connection (appears as dial up on on XP) and selected disable.
Unfortunately this connection does not support DHCP, a real shame since that would have been such an easy script.
Have tried to use devcon and disable the actual device but unfortunately this requires a reboot of the system and greatly defeats the purpose of a script in the first place.
Dont mind how it is run, .VBS, .cmd, .bat etc. Anything that can get this done.
