Question : Problem: Upgrading Terminal Server 2000 to Terminal Server 2003

I'm currently running server 2000 for both my license server and my terminal server and I want to upgrade my terminal server to 2003. Do I need to upgrade my license server to 2003 in order to run my terminal server on 2003 and if so does it matter which server is upgarded first?

You will need to purchase 2003 TS Cals for your server also. Your licenses won't just transfer over. Take a look at this doc from microsoft that explains everything about TS Licensing for Server 2003: http://www.microsoft.com/windowsserver2003/techinfo/overview/termservlic.mspx
If you are used to having Windows XP getting licenses from the license pool automatically this will also not work now. Each OS will need a TS Cal now.

If you have Citrix installed on this server note that you have to uninstall citrix before upgrading otherwise it will not work. This rule probably applies to a lot of other applications as well so best practices would suggest that you actually do a clean install of Server 2003 rather than upgrading. Of course this means you will have to reinstall all your apps so it takes more time up front, but can actually save you time (and lots of headaches) in the long run from the time you save trying to troubleshoot all the apps that may break when you do an upgrade of an OS.
