Question : Problem: T-298 LED display jumper setup ?

Hi,
I am trying to set this T-298 led display to show 2.50 and can`t find instructions anywhere as how to proceed. It has two sets of jumper rows. The upper level can handle 10 jumpers; the lower, 11. Any help would be highly appreciated.
Second, i think the voltage used by a standard power led is 5 volts as i intend to connect the led display to a modern motherboard`s power led`s connector. Can you confirm this being right and safe?  T-298 Pics enclosed. Thanks!
