There is no minimum, SMS uses BITS to send packets so it limits itself, you can change the bandwidth rates for in between sites by expanding
Site Database\SMS Code - Site\Site Settings\Addresses in here you can limite the bandwidth for e.g. we drop ours to 75% during work hours so that any large packets for e.g. images don't hog the bandwidth during work hours.
