Where can I get a complete power circuit schematic with modules identified for a Toshiba L23-Si21 Laptop.

From Toshiba... That particular laptop is manufacturered by Mitac.

You can try this site. Its very difficult to get PCB Schematics for Notebooks as they are all manufactured by ODM's and are supplied with Repair Exchange warranty. Where they purchase a certain amount of Mainboards extra and the replace and repair faulty ones.
