I have the same problem but have tried everything I can find but not sure where this setting is found

Just in case you have BlackBerry Professional you need to:

Open the BlackBerry Professional Manager > Select the Home tab > lick Server Properties > Select Messaging > Set Hard Deletes Reconciliation to True.
