Question : Problem: unable to open 'undeliverable' notification message attachments in TS session, able to with same user in Exchange-OMA

Background:
We are working in an SBS Exchange/Terminal Server environment with 30+ users logging on to the Terminal Server and using applications such as MS OFFICE 2003, ADOBE ACROBAT PROFESSIONAL, and such.    As part of the admin group i receive notifications when email that is not classified as SPAM is not delivered.

Problem:
When viewing 'undeliverable' notification msg's in OUTLOOK 2003 from postmaster@mydomain i cannot open the attachment to see the original email message.  I can see the attachment paper clip but i cannot see an attachment when i open the message or in the preview pane.  

When viewing the same message in Exchange-OMA with the same user i can download/open the attachment and see who it was sent from and what the original undelivered mesage contained.

How do i enable this functionality in OUTLOOK 2003.

I've attached heavily censored screenshots of the outlook preview pane so that you can see the attachment paperclip but no attachment being shown in the preview pane or when you open the message.

Common message text:
Your message did not reach some or all of the intended recipients.
      Subject:      blah blah blah
      Sent:      2/6/2008 9:29 AM
The following recipient(s) could not be reached:
      [email protected] on 2/6/2008 9:19 AM
            The e-mail account does not exist at the organization this message was sent to.  Check the e-mail address, or contact the recipient directly to find out the correct address.
           

SBS server:
MS 2003 sp2 for SBS
Exchange 6.5.7638.1

TS Server:
MS Server 2003 Sp2
Office 2003 11.818.8132 sp2
 
This has happened ever since the systems were built but it was never a problem, until the emails that were 'undeliverable' were sent to me.

unable to locate solution -- must be a microsoft 'feature'.
