Question : Problem: Security Policy for Mobile Devices

We have around 50 users who use mobile devices to connect to one of our applications. These mobile devices are using the Vodafone network and running Windows Mobile 6.
I have had a request to look into the possibility of locking down these devices, in a sense that a standard user does not have access to certain Windows Based features such as Settings or the ability to install/remove programs.
In a similar way that you'd lock down a PC with group policy.
Could someone tell us how to do this?
