Question : Problem: UbiSoft Settlers - Rise of an Empire - video card recommendation

I need to make a recommendation for a video card to play Settlers - rise of an empire.

they list the requirements as:

100% DirectX 9.0c compatible graphics card with 64 MB RAM,
Vertex Shader 1.1 and Pixel Shader 1.3 support
(Pixel Shader 2.0 recommended)
NVIDIA GeForce4 Ti or better
ATI RADEON 9500 or better

I don't know where to start to find a good, inexpensive card that meets these specs.  Any recomendations?
