Question : Problem: Corrupt driver or is this something else? "Hash" marks at top of screen.
I've atttached a screen shot of what this display is doing. The "hash" marks i'm talking about are circled in yellow and go along the top of the entire screen. I've tried reinstalling the driver and it does ot help. I've also swapped monitors and cables. Any idea what this is?

Waste no time. Showing "marls" like that, it is definitely graphics card hardware problem. You need a new card.
