Question : Problem: 256MB ATI Radeon 2400 XT in Dell Optipelx 755 - is there ways to control where windows pop up?

we had an old PC with a GeForce video card that supported 2 monitors. the app for the video card let us control if pop ups would span both monitors, where apps would start, etc.
We're not seeing any of that in this ATI Radeon 2400 XT's 'Catalyst' app.
Are we missing anything?
