Question : Problem: dead APC smart-ups 650?

I have an APC smart -ups V/s 650. It does not show any sigh of life when plugged in and/ or when any buttons pushed. Should this unit show signs of life even if the battery needs to be replaced or is it just a dead puppy?

Even if the battery needs to be replaced, there should be status LED's.  The circuitry in the unit may have failed.
