Question : Problem: Modem not getting dial tone

I have a computer that I am trying to put a modem into.  I have tried different brands of modems, different PCI slots, and I even reformatted the computer.  It is running Windows 98SE.  I have not been able to get a dial tone on the modem.  It works in other computers just not this one.

have u tried to disable wait for dial tone as the modem if that option is enable waits for a while to initialize and by the time it initializes the dail tone is not there

this is stupid thing if u have already tried it
