We need to know if it is possible to run a HDS 9570 and IBM DS4800 on the same two HBAs in a server with Mutlipathing. If it is, what needs to be done.

You can't have two different multipathing softwares on the same server.
Microsoft MPIO can be used with multiple storage products products but I don't think there is a Device Specific Module for the HDS box although there is one for the IBM box.
I think you're going to have to remove HDLM and RDAC and use Veritas Storage Foundation instead, it has DSM for both. Check with HDS though as they may be writing a DSM for Microsoft MPIO and not released it yet.
Take a look at http://storagefoo.blogspot.com/2006_09_10_archive.html, it claims MS are going to release a generic DSM for MPIO, that would solve the problem much cheaper than Symantec/Veritas. The other option would be to run Windows on VMware as it has native multipathing and supports both boxes.
It's also possible that RDAC supports HDS or HDLM supports IBM 4000 but I doubt it.
