Question : Problem: HOw do I "activate" Telnet on Vista Ultimate?

I open a command window (DOS prompt) but it does not recognize Telnet.

C:\Users\Bob>telnet
'telnet' is not recognized as an
operable program or batch file.

Does anyone know why?

That's where I found it on my system, but I would have thought it should be installed in \Windows\System32\ after going through the steps in the above link.  I found some more complete instructions here:
