An s-video cable has 4 pins, consisting of Chrominance, Luminance, and Ground for each http://pinouts.ws/s-video-pinout.html.  VGA has essentially Red, Green, Blue, Horizontal sync, and Vertical sync http://pinouts.ru/Video/VGA15_pinout.shtml.  There is no easy conversion from s-video to VGA, without introducing a complex circuit in between, such as found in this device http://www.nextag.com/Startech-Component-Composite-S-69943863/prices-html.  Even if you use one, the picture quality will be bad, because s-video is designed for television and is limited to 400 lines, while VGA is capable of higher resolution.
