Question : Problem: Hp Pavillion does not power on and green light blinking on power supply.

as title says i have this PC an HP pavillion A450n that does not power on at all. there is a small green light blinking on power supply below where power cord goes. any body have an idea of what can be wrong? i tried disconnecting from motherboard and connected it to a power supply tester from ULTRA. no lights lit up on power supply tester. also the green light on power supply did not light up this time. but when i connect the motherboard power connection back to mother board, the light starts blinking again. can power supply be dead or is motherboard dead? or what does it mean (green blinking light) on power supply. (never seen this before.
