Question : Problem: Ci7 build memmory issue, my new desktop will not recognize more than 2MB of DDR3 RAM?

MotherBoard: eVGA X58 x3 SLI

Proc: intel i7 2.6
Mem: Corsair XMS3 DDR3 1600  9-9-9-24 2T 1.65V
GPU: 512 Nvidia gForce 9800GT
OS: Vista Ultimate 64-Bit / SP1
Power: Corsair 750W
Sound: Soundblaster X-Fi Fatal1ty

 I am having issues with the latency,  In my Bios I have manually entered the 9-9-9-24-2T, 1600mhz, and 1.65 V.  I am still having problems loading the system when I have more than one stick (2Gb) inserted.  I  have run test on all the memory and its has passed, I have also booted up with each memory in slot one, and it has worked fine, but once I go over 3Gb of Ram (which I believe is what the mother board is originally set to be at or under) I run into my problem where after loading all the BIOS it immediately restarts and tries over again, and again, and again etc. FYI this is a new built system and I have done no tweaking to the system besides entering the memory inputs as stated earlier.  Are there any additional inputs I am missing, I have searched several forums and have not come up with a solid answer.  The most useful so far was

 I noticed the tread has tRFC Setting 74 where mine is currently set at 88 from the auto feature. I will adjust this when I get home BUT if you have any other suggestion id be glad to consider them, thanks in advance.

make sure your bios is up to date and your not putting the memory in next each other right?
