Question : Problem: What is the difference between a dual dvi video card and a single dvi with a splitter cable?

I do not want to spend a lot of money for a dual dvi video card, but I want to setup dual monitors on a few computers.  Would it work if I bought a single dvi input video card and bought a dvi splitter cable and hooked up two monitors that way?

No. You cannot extend your desktop to two display with the splitter cable. Go for the dual output video card.
