One of the designated Remote Desktop workstations in the office is setup in a manner that if User B attempts to connect when User A is connected, the utility indicates who User A is and gives User B the option to boot User A. How do I configure this on a second designated Remote Desktop machine?

It's a case of who has more power on the local machine. An admin can bump a user, but I don't believe they can bump another administrator. A user can definitely not bump an administrator. I suspect the user you want to "boot" on the other machine is a local/computer administrator.
