Question : Problem: USB protected and locked

I have a usb JOGR 1GB. after formating it it is locked.
I try to re-format it using administrat tools but the message answer was" device multimedia is write-protectd"
any Idea to resolve this problem?

Don´t know the software check if there is a help file with it,what is the software called.
