Question : Problem: Can you disable emergency dialing?

Is there any way to keep using the password protection AND disable emergency calling? I have a user who refuses to use a cover for his blackberry, thus the buttons get pushed and he calls 911.

if fear that the answer is : no that is not possible...
simply due to FCC laws (in case you are in US), but the law exists in "all" countries AFAIK:
emergency calls MUST be possible, even with locked phones, even with phones without a SIM.
