I'm refilling the cartridges on my HP1341, but after the first refill, the ink status always shows empty. Is there a way to reset it to full and have the status be more accurate?

I should also mention that the method of resetting the cartridge differs by the CARTRIDGE model - the printer has nothing to do with anything, it just uses the cartridge.

The cartridge model for your printer looks like it is:
     Black and white:   HP 21
     Color: HP 22

It appears these cartridges are physically the same as HP 56 / 58 cartridges, which have popular reset instructions. The instructions involve taping over two very specific contacts on the cartridge, inserting the cartridge, powering on the printer, removing the cartridge, removing the tape, and then reinserting it again and supposedly the cartridge is registered as full.

The other method I've seen is to user three separate cartridges, and "rotate" them in the printer, the idea being that the printer remembers the ink levels of two cartridges, when you rotate three different cartriges through it, it forgets the level of the first one and will assume it is a full cartridge.
