Question : Problem: Power Status Light Blink Codes and Replacement Batteries

I recently replaced the battery in a Toshiba 200 CDS because the power status light would constantly blink a series of 4 flashes, pause then repeat...
The supplier I used said the original battery: PA2439U was obsolete and replaced by a TS-1800L. After replacement I get the same blink code and the battery does not charge.
Two questions:
1) anyone know what the above blink code means?
2) should a TS-1800L work in this laptop?
