There are three real routes to go here, you can either use an external keyboard, the on-screen keyboard or a software key mapping program.
If you don't want to carry around an external keyboard (and who does), you can hit Command+U to bring up the Onscreen Keyboard and click your way to CTRL ALT DEL to login. This should work for you no matter what else is happening.
If you'd like to permenantly remap a key on your keyboard within Windows to always be the DEL key, Microsoft offers this as part of the Windows 2003 Resource Kit: http://www.microsoft.com/downloads/details.aspx?FamilyID=9d467a69-57ff-4ae7-96ee-b18c4790cffd&DisplayLang=en
And there is also a nice 3rd party solution called Remapper available at http://www.olofsson.info
Hope this helps!
