Is there a way to find the last time a computer was shutdown or restarted?

yeah, you can see it by looking at the security logs.

If go to start, right click on  my computer and select Manage. Go to Event Viewer and then select system. Just look at the dates and times, it will tell you when it was shutdown and restarted.
