Question : Problem: Processor keeps going to 100%....fan speed reached 4000 RPM

Good Afternoon,
I have spoken with support for the motherboard and Intel...neither of which say there's a problem. My processor keeps going to 100% and the fan speed goes up to 4000RPM...even when nothing is happening.
I have updated the BIOS on my motherboard and set all optimal settings per their tech support.
Intel mailed a replacement fan, but there's no change in behavior. Everything is the same with this machine...I have even replaced the system just to make sure it wasn't software related.
Is there a tool or something that I can download that will determine what the problem is? Intel's position is that if the processor isn't overheating (reaching 161F)...then there's no issue. I have downloaded fan speed, but it doesn't allow me to control this annoying fan sound.
Any advice will be appreciated.

After replacing the processor, the problem went away. Intel has agreed to RMA the old processor. Thank you everybody for your help.
