Question : Problem: my network card will not resolve an ip address

my network card will not resolve an ip address I have swapped out the card. all i get is a windows default ip address all other computers can get ip address from fios router but this one computer.

macafee was causing my firwall and ics problem after completly removing this software I was able to get an IP address.
