Question : Problem: setup cisco accesspoints to use microsoft ias radius wireless

Current setup:
cisco 1130ag accesspoints. Multiple ssid's on AP configured to different vlans. I want to implement radius authentication. I sucessfully setup microsoft ias and pointed a specific ssid on the access point to it. I configured that ssid to use wep. i then configured the client to use eap authentication and said that the wep key is provided automatically. After i do that, the client can sucessfully connect to the ssid.
My problem: i initially setup different ssid's because certain users shuold only have access to certain vlans. how do i prevent a user from disconnecting from one ssid and connecting to another.
I ultimately want to be able to define somewhere which group of users can authenticate to which access points. I dont want to restrict them with group policy, because my understanding is that if i do that, then they wont be able to connect to their access point at home for exapmle. any help, step by step, white papers, etc would be helpful
