Question : Problem: locating 'ssh' public key on windows box

ok... my windows box is running WRQ reflection 6 ssh server... i'm not a microsofty so i try and do what i normally do... create a public key at the client node (with ssh-keygen) and copy it onto the windows box at \.ssh\authorized_keys... but when i try, say, an 'scp' from the client - the connection is refused... presumably the way to configure the public key at the server end is different for windows(?)... have tried googling it, but all i need is a simple template example to follow and all my dreams will come true (well... maybe i'll get to keep my job, which is the next best thing!)

Click Public Key in the Reflection for Secure IT Server Configuration contents to
view the Public Key pane. In the Public Key pane, you can define an authentication
method that uses the public key method with certificates for authentication.

User key directory
Specify the directory where the server looks for user keys.
The following pattern strings can be used:
%D  user profile directory
%U  user login name
The default user key directory is the .ssh2 directory located in the users profile
directory (%D/.ssh2).
