when you run a program

setup.exe /s f1"\\networkshare\setup.iss"

but the package is obviously distributed to 5 or 6 servers. How does it pick the answerfile does it pick it from its local distribution site or it will go to the master server. what does it do?

in that commandline you have specified a network share - so its going to use the network share.

SCCM isnt magical - the program will run what you tell it to run.

If you want the iss to be used from the local DP, either dont path it (if that works) of create the local path in a script.
