Question : Problem: Configure to allow seamless roaming, how ?

I have 2 Cisco 1132 WAP's that I want to setup for a "mesh" type coverage on our campus. We programmed them with same build, but different IP address and located them approx. 100 feet apart and use POE. We found that when both are turned on, only 1 gets "green" ring and otherwise works with both VLANS just like I want; the other get the "red" ring and does not accept clients.
Both are plugged into different 2924XL closet switches that are programmed for same VLAN's.

What setting can I program in to get both WAP's to work together ?. I want to carry laptop anywhere and pickup signal from nearest strong WAP.

Please ask any questions, I am not sure of better way to explain.

Well I don't have the bucks to put CISCO gear in, but with my cheaper network the key for meshing is using different channels, same SSID, and same security settings.
