From what I've found, it sounds like your best bet will be to do an in-place repair. Microsoft does not really offer much more insight other than that. Supposedly BootIt NG might be able to fix it. The steps are pretty vague and I've never used the software.

Short of that, Microsoft states that first you have to use the recovery console to uninstall Internet Explorer 7 (if you have it installed and do an in-place repair they claim it will break IE completely) and then do the reinstall. The instructions are two part:
Remove IE7:
First boot into the recovery console from the XP disk:
1) Insert the Windows XP startup disk into the floppy disk drive, or insert the Windows XP CD-ROM into the CD-ROM drive, and then restart the computer. Click to select any options that are required to start the computer from the CD-ROM drive if you are prompted.
2) When the "Welcome to Setup" screen appears, press R to start the Recovery Console.
3) If you have a dual-boot or multiple-boot computer, select the installation that you must access from the Recovery Console.
4) When you are prompted, type the Administrator password. If the administrator password is blank, just press ENTER.
Now you should have a command prompt. Here are the M$ instructions to uninstall IE7:
1) Type the following commands. Note Press ENTER after each command.
CD ie7\spuninst
batch Spuninst.txt
2) Insert the Windows XP installation CD into the computer's CD drive, and then restart the computer.
3) Perform a Repair installation of Windows XP. After the Repair installation process is complete, start Internet Explorer 6, and then make sure that it works.
And to do the in-place repair installation again, here are M$ instructions:
1) Insert the Windows XP CD into your computer's CD drive or DVD drive, and then restart your computer.
2) When the "Press any key to boot from CD" message appears on the screen, press a key to start your computer from the Windows XP CD.
3) Press ENTER to set up Windows XP.
4) On the Windows XP Licensing Agreement screen, press F8 to agree to the license agreement.
5) Make sure that your current installation of Windows XP is selected in the box, and then press R to repair Windows XP. Note If Windows XP was preinstalled on your computer, and you do not have the Repair option, contact your computer manufacturer to make sure that you have the installation CD for a repair install.
6) Follow the instructions that appear on the screen to reinstall Windows XP. After you repair Windows XP, you may have to reactivate your copy of Windows XP.
