Question : Problem: My laptop doesnt get far when i try "safe mode"

My laptop is stuck at the "windows xp" loading page where the bar underneath the logo appears to be loading. it till stay that way for 30 to 40 minutes before I start it again. I have tried safe mode...it will look like it is scanning but after a few seconds it will jus stop. I do not have any window disc to put it...what is the next thing i should do?
